The Government of Guyana is inviting local and foreign investors to back two major energy projects at Wales, West Bank Demerara, offering a government-guaranteed annual return of 10 percent on all investments.
The Office of the Prime Minister issued the call on Thursday, publishing Expressions of Interest for the Guyana Ammonia and Urea Plant Inc. and the Guyana Gas Bottling and Logistics Company Inc., both linked to the delayed Gas-to-Energy project the administration is pushing forward.
The fertilizer plant, the Guyana Ammonia and Urea Plant Inc., is estimated to cost US$300 million. Individual investors may contribute up to US$5 million each. The gas bottling facility is projected at US$40 million, with a cap of US$1 million per investor. Neither company will be publicly traded. Both will operate as private entities.
Government confirmed that Guyanese citizens, including those living abroad, will be given preference in the selection process, though all interested parties are welcome to apply. Investors must submit their legal name and registered address, beneficial ownership details, a copy of identification indicating nationality and residency, and their preferred terms and conditions for participation. Corporate entities must meet the same requirements.
Submissions must reach the Chairman of the National Procurement and Tender Administration Board at Main and Urquhart Streets, Georgetown, no later than May 15, 2026.
The government cautioned that all figures and terms published in the notice are indicative only and that final conditions may differ. Officials also reserved the right to cancel the process at any time without liability.
The announcement follows remarks made in 2025 by Vice President Bharrat Jagdeo, who floated the idea of allowing Guyanese to take equity stakes in national energy projects, pointing to Suriname as a model after that country opened investment in its GranMorgu offshore oil development to citizens for as little as US$100.
