Lindsayca Guyana, the contractor responsible for completing two gas plants at the Wales Gas-to-Energy project, announced on Saturday that 80 professionals are now supporting night shift operations at the West Bank Demerara site. The disclosure came days after an independent investigation by Kaieteur News found construction had come to a complete stop after 6:00pm, directly contradicting government claims of around-the-clock work.
Following a statement from the Office of the Prime Minister asserting that triple shifts were underway, this newspaper deployed drones over the site on Tuesday evening. Aerial footage showed a dark, inactive site with no visible construction activity, contradicting the government’s account of a continuous 24-hour operation.
Without directly addressing the investigation, Lindsayca responded through a Facebook video stating that night shift activities at the site are focused on fabrication and foundations, with reinforcing steel fabrication, formwork installation, mass concrete placements and backfilling all cited as ongoing work.
The GTE project, originally scheduled for completion in December 2024, was later pushed to 2025 and is now officially targeted for the end of 2026. However, sources told Kaieteur News the project is unlikely to meet even that revised deadline and is more realistically on track for mid-2027. Industry experts are calling on the administration to provide a transparent and realistic timeline.
Each month of delay costs Guyana at least $126 million in rental fees for two power ships supplementing the national grid. Beyond that, the contractor may seek additional funds from the government to cover rising project costs.
The delays are also causing Guyana to miss a significant economic window. With global oil prices surging, as noted in a recent report by The Economist, the absence of an operational NGL facility means Guyana cannot export light liquids and cooking gas into a market where prices are climbing across the region.
